St. Bonaventure University planned to construct a parking lot at the Holchrome site. Holchrome operated a metal plating company at the site between 1947 and 1958. Analytical testing data indicated that impacted concrete and soils were present at the site centered at the reported location of former process tanks. This project was done as a NYSDEC brownfield voluntary cleanup.

The goal of this work was to prepare the site for construction of the proposed parking facility. The impacted soil was discovered during the construction. As such, this work was done under time constraints to allow the project to be completed during the construction season. This involved excavation of materials that were considered hazardous waste due to the presence of chromium. Additionally, soils that have been impacted by arsenic, beryllium, mercury and selenium were excavated.

A soils management plan was prepared to describe procedures that would be used to excavate, handle on-site and dispose of impacted soils. The plan also addressed community air monitoring, health and safety requirements, and testing to characterize the material for appropriate disposal.

The total project costs were approximately $220,000, including McMahon & Mann’s work, the remediation contractor and offsite disposal of hazardous and non-hazardous waste. McMahon & Mann prepared a report that included a description of the work, sampling logs, test boring logs, analytical test results, and manifests for hazardous and non-hazardous waste disposal. This report was accepted by NYSDEC and the proposed development of the site was constructed.
